Addressing a press conference at the State Election Commission headquarters here, Mr. Tandon said that in normal circumstances elections were held before the term of an Assembly expires and that the election schedule need not necessarily correspond with the previous one. Chhattisgarh, Rajasthan and Delhi would go to the polls along with Madhya Pradesh, he added. Mr. Tandon laid emphasis on the "fidelity'' of the electoral rolls and said the commission was carrying out an intense exercise for revising the rolls. The final electoral rolls would be published by February 28, 2003 after disposal of claims and objections. The polling for the Madhya Pradesh Assembly elections would be conducted through electronic voting machines (EVMs). There were 41,436 polling stations in the State and more than 60,000 EVMs had already been received. The elections would be based on the new delimitation of constituencies. The delimitation of 543 Lok Sabha seats and 4,120 Assembly seats all over the country had already been taken up by the Delimitation Commission headed by Justice Kuldip Singh. Photo identity cards would be mandatory for voting in the elections. Sixty-two per cent of the exercise relating to preparation of the cards had been completed and the remaining work would be taken up after the publication of the final electoral rolls, he said, adding that some alternative identification mechanism would be necessary if all the voters did not get their photo identity cards.
