Health scheme for Karnataka farmers

BANGALORE NOV. 14. The Karnataka Chief Minister, S.M. Krishna, today launched "Yeshasvini'', a novel health insurance scheme for farmer cooperators in the State.

The scheme, which is said to be the first of its kind in the country, is the country's largest health insurance scheme, and covers 25 lakh people.

Inaugurating the scheme, Mr. Krishna said it was a step taken by his Government to improve the conditions of farmers.

The Government had launched "Sthree Shakthi'' for empowerment of rural women, the "Raitha Mitra Yojane'' for farmers, and the "Bhoomi'' scheme for on-line delivery of land records, he added.

He noted that the inauguration of the "Yeshasvini'' scheme coincided with the start of 49th "All India Cooperation Week''.

The new scheme would ensure a lifetime of good healthcare for farmer cooperators. They could now avail of the best medical care and services, he added.

Mr. Krishna said 90 per cent of the members of the over 30,000 cooperative societies in the State were farmers, and the new scheme would be a boon to them. The scheme would initially aim at providing insurance cover to 25 lakh farmer cooperators, he noted.

He complimented Devi Shetty of Narayanahrudayalaya for his association with the scheme.

Dr. Shetty said the scheme was a dream come true for farmer cooperators. A random survey of the health profile of 50 lakh farmers cooperators showed that they suffered from heart diseases, bleeding stomach ulcers, burst appendix, gall stones, enlarged prostrate, cataract, fractures, and injuries. Their women and children also had health problems.

The health insurance scheme would enable farmer cooperators to get treatment, including operations. A monthly payment of Rs. 5 was sufficient to provide treatment for all types of diseases under the scheme, he said, and added that it covered all types of heart operations.

The Minister for Cooperation, H. Vishwanath, said the United India Insurance Company Ltd. and the National Insurance Company Ltd. were involved in the operation of the scheme. The companies were prepared to bear the administrative expenditure and the cost of advertisements. About Rs. 2 crore could be disbursed for operations every month, he added.

Mr. Vishwanath said farmer cooperators could avail of treatment from about 50 small, medium, and large private hospitals in the State.

He said the scheme would be closed on registration of 25 lakh members on or before January 11, 2003, and health services would be provided from February 11, 2003.

Referring to the Cooperation Week celebrations from today, Mr. Vishwanath said they would be made meaningful by organising seminars on relevant topics.

Giving statistics on cooperative societies, Mr. Vishwanath said that of the 30,862 cooperative societies, 25,459 were active and 1,895 inactive. As many as 3,508 societies had been liquidated. The societies had 1.86 crore members and a paid-up share capital of Rs. 1,499.9 crore, he added.

Earlier, Mr. Krishna honoured outstanding cooperators.

The Minister of State for Cooperation, Diwakar Babu, released a souvenir to mark the occasion.

V. Jaganatha, Chairman and Managing Director, United India Insurance Company Ltd., H.S. Wadhwa, Chairman and Managing Director, National Insurance Company Ltd., the Minister for Urban Development, D.K. Shivakumar, the Minister for Mines and Geology, V. Muniyappa, the Minister for Food and Civil Supplies, Ramalinga Reddy, were present.

The President of Karnataka State Cooperative Federation, G.T. Deve Gowda, welcomed the gathering.
