Briefing mediapersons after the meeting, the NEC secretary, Mr. P. L. Thanga, said though the problem of insurgency was not on the agenda of the meeting, some Chief Ministers and all the Governors dwelt at length on the issue. Mr. Thanga said since the NEC had so long been dealing only with development, especially relating to infrastructure, it did not have adequate staff to tackle militancy. The representative of the Assam Rifles who attended the meeting, briefed the Chief Ministers on the insurgency situation. Mr. Thanga, however, could not say what follow-up action would be taken to enable the NEC to play a direct role in coordinating the efforts of the different States on the issue. Regarding most of the listed items in the agenda, from creating regional and special economic zones for the north-eastern region, to promoting trade with neighbouring countries such as Bangladesh and Myanmar, it was decided to set up separate committees.
