Renal transplant: panel to meet today

KOZHIKODE NOV. 10. For the first time since its formation the North Zone Authorisation Committee for Organ Transplantation will meet here tomorrow to consider the proposals for renal transplant from non-related donors on `altruistic grounds' at various hospitals in Malabar.

The five-member panel will take a decision on five joint donor-recipient applications forwarded by the Baby Memorial Hospital, the National Hospital, P.V.S.Hospital in Kozhikode district and Perintalmanna Moulana Hospital in Malappuram district at a high-level meeting to be held at the chamber of the principal of the Kozhikode Medical College here.

Sources said that two of the applications came through the directions of the High Court of Kerala ordering to dispose the proposals for renal transplant from non-related donors within a month. The orders were passed on October 15. Interestingly one of the prospective donors is from Tiruppur in Tamil Nadu.

The Authorisation Committee comprises of its chairman, M.R. Chandran (principal, Kozhikode Medical College) the convener, Sherly Vasu (HOD, Forensic Medicine, Kozhikode Medical College), and members A. S. Girija (HOD, Neurology, Kozhikode Medical College), Dr. Mahadevan ( HOD, Neurosurgery, Thrissur Medical College), and Vijayagopalan (Department of Health Sciences).

According to the new stipulations there should be a quorum of three members to endorse an operation of a non-related kidney transplant. Any proposal can be rejected outright if one of the panel members raises an objection to a particular case on suspected grounds of kidney-for-cash, at the meeting. These decisions were taken at a meeting of the three zonal chairmen in Thiruvananthapuram in August.

Dr. M.R.Chandran told The Hindu that the committee would look into the background of the prospective donor, check the medical records of the patient, interview the relatives of the patient, verify the reasons for donating kidney and interview the spouse or relatives of the prospective donor.

"Above all we will check for any financial or material benefit to the donor. And whether the informed consent of the prospective donor has been taken,'' he said.

To make it more foolproof all the proposals were pinned at the notice board of the hospital a fortnight ago for the public to go through the facts and see if there has been any wheeler-dealings in the donation of the kidney.

``The police will be summoned to take action against those hospitals misrepresenting data,'' Dr. Chandran said.

``The committee has also sought the permission of the District Superintendents of Police to furnish the details of the prospective donors and the relationship between the donor and the recipient,'' he said.

However there has been no response from the police to the request from the authorisation committee. ``In fact the officers are not bound to accept the request since there is no provision for such a scrutiny method in the Transplantation of Human Organs Act 1994,'' according to Dr. Sherly Vasu.

Dr. Chandran also said that the all the proposals if cleared will be reviewed after three months.

He also disclosed that all the cases approved during his tenure as the chairman of the three-member panel of the authorisation would also be reviewed in a couple of months.

As many as 182 renal transplantation surgery ( related and non-related) were conducted at the National Hospital from September 20 1994 to June 12 2002, 53 transplants at the Baby Memorial Hospital from July 3, 2000 to May 5 2002 and 58 transplants at the P.V.S. Hospital from April 24, 1997 to June 6, 2002.
