This Day That Age
The Government of India had decided to set up, on the recommendations of the Planning Commission, a National Development Council with a view to furthering the objectives of the Five-Year Plan. The Council would be composed of the Prime Minister, the Chief Ministers of all States and the members of the Planning Commission. This Council would make its recommendations to the State Governments. The functions of the Council were to include: (1) reviewing the working of the National Plan from time to time; (2) considering important questions of social and economic policy affecting national development ; (3) recommending measures for the achievement of the aims and targets set out in the National Plan, including measures to secure the active participation and cooperation of the people, improving the efficiency of the administrative services, making sure the fullest development of the less-advanced regions and sections of the community, and through sacrifice borne equally by all citizens, building up resources for national development. The Council would meet as often as might be necessary and in any case at least twice in each year.
