A Government press release today said the Mumbai High Court had appointed an expert committee to look into the issue of cyber cafe misuse. The recommendations of this committee are now with the Kerala High Court. The committee had suggested that only those who come with proper identity cards be allowed into the cyber cafes. Regular visitors, however, could be issued free memberships and membership numbers. Children without identity cards should be allowed entry only if they are accompanied by elders having identity cards. The committee had also recommended that each licensed cyber cafe should maintain detailed records on those who visit the facility. Minors should not be allowed to operate the machines installed inside cubicles. There should be proper vigil against children misusing the machines installed even outside the cubicles. The committee had further suggested that, in the matter of IP allocation, log access and ISP, certain restrictions should be imposed. The cyber cafes should install proper software in their machines to check the misuse of the online facility, compact disc and ISP facility to peruse pornographic material. Those who have any views or criticisms on the above recommendations have been asked to write to the Director General of Police, Kerala Police Headquarters, Thiruvananthapuram - 695 010 within four weeks' time. The letters should be sent by post with the covers superscribed `Cyber Cafe Affair'.
