Sir, The American Secretary of State, Colin Powell, generally states something when he is in New Delhi and quite the opposite when he reaches Islamabad. Otherwise how could he say that Kashmir is on the international agenda and request that the outside observers be allowed to monitor the coming elections there. Our Election Commission is capable of handling it. The D.G.P. of the State, Ashok K. Suri, has categorically stated that the police, together with the security agencies, are fully prepared. Eminent personalities such as our former Prime Minister, I.K.Gujral, have offered to observe the elections in the Valley. If the U.S. wants to help us, it should ensure that Pakistan stops infiltration across the border.
