Party leaders led by its president, P. Sugunakar Rao, went to the village and pitted party flags in the land allocated for construction of houses for SCs and demarcated them for distribution among the SCs. The leaders said the distribution of house sites to the landless poor was a part of their campaign. They said the Chief Minister, N. Chandrababu Naidu, had handed over house site pattas to 72 SC families of Kothapalli on December 21, 1995, but they were denied of house sites for construction and in turn the revenue authorities issued fresh pattas on the same survey number land to private persons for taking up agricultural activity. The Government had allocated about 5.11 acres of land to the SC families for construction of houses. Villagers said according to the Government order the revenue authorities should not distribute land on the outskirts of town for agricultural purposes and it should be allocated only for housing activities. Mr. Sugunakar Rao later told newsmen that they had approached the revenue authorities and the authorities has assured to abolish the pattas and ensure that the land was distributed to the SC families. He said they had sent a proposal to the Centre for construction of a model colony for the SCs in the demarcated land. Mr. Rao said Kothapalli experiment was only a beginning and that they would take up several such programmes in the district where Dalits and others were denied of justice.
