Sir, This is in reference to the news item that the Government is amending the law in respect of cases of cheque bouncing. As an affected party, the following may be noted while amending the provisions. a) The courts cannot do anything as long as the summons are returned by police for one reason or the other. In my case, the summons were returned every time on the ground that the party could not be contacted though he was residing in the same place for over two years and, then, when the summons were sent through the Superintendent of Police, the party had left for another place outside the State. b) Amendments should be made to prevent this kind of malpractice by strictly instructing the officers concerned that they would be held responsible for dereliction of their duties.
