Sir, The News Analysis "Focus on regional diplomacy" by C. Raja Mohan (July 13): The new Foreign Minister, Yashwant Sinha's initiatives to convert the region, comprising many weak and tiny nations, into one solid regional bloc is laudable. India and her neighbours are not only geographically close but bound by tradition, religion and cultural ties as well. Over the years, these linkages have given rise to political animosities hindering economic co-operation. As the author rightly says, the success of Mr. Sinha's initiatives will depend on how far he is able to mitigate the pains arising out of the process of establishing a regional bloc. If bureaucracy in India would be a frustration, it is further compounded by the coalition of partners at the Centre, which may not make the task easier. Double caution will have to be exercised in dealing with Pakistan. The recent war clouds faded only after mediation by the United States. In the process, bilateralism, as propounded by India, took a severe beating. If normality could be restored easier and faster with the U.S. support, then it should be welcomed. S.
