At the beginning of his speech Gen. Musharraf said the morale of the country seemed to be going up and down and there was a sense of despondency that has gripped the people.
``It seems my own popularity keeps going up and down. There is a tendency among the people to change their views very fast. Let me assure you that I am the same Musharraf that took over the reins of the country in October 1999. There is no change in me''. At a later stage while making a passionate appeal to the people to take his words at face value, Gen. Musharraf said he did not believe in making false promises or indulging in "fraud".
