CJ for time-bound disposal of cases

VISAKHAPATNAM JULY 4. An exhaustive and extensive training was needed for the judicial officers in subordinate courts after their appointment, felt the Chief Justice of India, B.N. Kirpal, while addressing the members of the Visakhapatnam Bar Association here on Thursday.

While advocates with three years of experience at the bar were eligible for appointment of judicial officers in the past, this rule had been waived.

Responding to a request made by the Chairman of the Bar Council of India, D.V. Subba Rao, earlier during the meeting on the need to provide training to the freshly recruited judicial officers, Mr. Justice Kripal felt that they should be given training in the district courts and also at the High Courts for some time similar to the on-field training being given to the IAS probationers after their stint at their training academy.

The judicial services had now become attractive, he noted but felt that quality was being maintained by revealing that only eight out of the more than 140 posts which were advertised by the Delhi Government were filled up. He felt that there was talent everywhere and also asked BCI to suggest competent persons to the Supreme Court.

It was sort of a record when Mr. Justice Kirpal visited the Visakhapatnam bar and addressed its members in the bar association premises, as it was for the first time that a Chief Justice of India had done so.

Establishment of High Court benches had been a vexed question for a long time, the Chief Justice said stating that clients and advocates would not face difficulties after a few years if the e-courts were successful. He made this observation in response to a request made by Mr. Subba Rao and the president of the Visakhapatnam Bar Association, P.V. Narayana Rao, to establish a High Court bench here.
