Referring to the alleged collaboration of some police personnel in the incident, the Bench comprising Justice R. Jayasimha Babu and Justice E. Padmanabhan, said ``the investigation must be carried out with utmost earnestness and objectivity and the ADGP shall not in any way be influenced by the fact that persons whom he is to investigate are police personnel''. According to the petitioner, Shanthi, her son, Raja, who was working in the lottery firm was taken away from her house on January 21 this year by a group, which included Inspectors of Madurai Teppakulam police station and Malleswaram police station in Bangalore. The petitioner further said the lottery firm owner, Martin, kept her son in lock and chain about a year back to recover Rs. 2 lakhs collected by Raja from lottery vendors. She suspected that Mr. Martin had her son in custody again. In its order, the Bench said, ``the police are always expected to maintain high standards and they should never allow themselves to become parties to the wrong conduct of employers who choose to confine their employees with a view to secure the money allegedly defalcated by them. Having regard to the incident and the condemnable practice which has been indulged in by Martin in confining one of his employees by chains and locks to compel his parents to pay up the money allegedly defalcated by their son, it is necessary to probe this matter further. We direct the ADGP to form a special squad to conduct a comprehensive inquiry into the matter. He shall endeavour to complete this investigation within four weeks and place a report before us,'' the Bench added.
