Guntur Youth Cong. chief quits post

GUNTUR, DEC. 11. In an interesting development, the Guntur district Youth Congress president, Mr. Lella Appi Reddy, has resigned his post.
Mr. Appi Reddy, after considering several options, has finally decided to step down stating that the ``situation is not conducive for me to hold on to the post any longer.'' Sources close to Mr. Reddy told The Hindu that he specified in his resignation letter, addressed to the Andhra Pradesh Youth Congress president, that he could not continue in the post. The sources said that the resignation letter would be faxed to the APYC chief on Wednesday. He would also be sending the copies of his resignation letter to the president of the All India Congress Committee, Ms. Sonia Gandhi, the All India Youth Congress president, Mr. R.S. Surjeewallah and the Andhra Pradesh Congress Committee president, Mr. M. Satyanarayana Rao.
The timing of Mr. Reddy's resignation seemed to be ``well-thought-of.'' For, the APYC chief, Mr. Tadisetty Venkata Rao, a native of Guntur, is proposing to make his maiden visit to Guntur on December 19 with a ``bang.'' Mr. Rao had, apparently, instructed his supporters that the rally should be a "never-before" event with over 300 cars, crackers worth Rs 1 lakh, and huge cut-outs at all vantage points in the city. In the process, Mr. Venkata Rao's brother is said to be busy getting the cut-outs ready in Rajahmundry. At least six varieties of multi-colour wall-posters were designed and they would soon appear on the walls.
Against this background, the resignation of Mr. Appi Reddy, a mass-based leader,will surely be a cause of embarrassment to Mr. Venkata Rao. The move of Mr. Reddy to step down is a novel way of attacking his political foe within his party without giving a colour of ``dissidence'' to the whole episode.
It may be recalled that Mr. Appi Reddy had organised a massive rally recently marking the celebration of re-appointment of Dr. Rayapati Srinivas as the District Congress Committee president. It is reliably learnt that Mr. Venkata Rao instructed his brother, who has taken upon his shoulders the responsibility of organising the rally and public meeting, that his arrival in Guntur should outwit the felicitations offered to Dr. Srinivas.
Meanwhile, senior Congress leaders of the district held brain-storming sessions for two continuous days and nights at the residence of the former Guntur MP, Mr. Rayapati Samabsiva Rao, with a view to convincing Mr. Appi Reddy to continue in the post.
The senior leaders acknowledge the initiative taken by Mr. Reddy in organising a meet of Youth Congress presidents of coastal Andhra districts to press for the demand of due representation to the region in the AICC. Following the agitation, the AICC leadership promised that coastal Andhra would be given the presidencies of A.P. Mahila Congress, NSUI and the APYC.
While the presidencies of APMC and NSUI were given to Telangana region afresh, the APYC was given to Mr. Venkata Rao of Guntur. This angered the presidents of Youth Congress units of all coastal districts.
