Kerala's agony

Sir, - The people of Kerala have `celebrated' yet another hartal. I am sure the organisers will call it a grand success inasmuch as normal life was paralysed. No private buses or autorikshaws plied, the KSRTC plied on a convoy basis, no shops were open. I wonder whether anybody has thought of the ill-effects of this menace. I am sure if the people are left to themselves without any pressure or fear, life will be normal on a hartal day. If the organisers promise a violence-free hartal or if the Government can assure that life and property will be protected and that it will provide suitable compensations for damages, if any, no hartal will succeed.

The Government should bring about a law holding the organisers personally liable for any violence or loss of life and property on any hartal day and the loss should be recovered from the leaders of the organisation calling for the hartal. If this is done the leaders will think twice before calling for a hartal.
